Measuring local authority performance 2019-20 PAM GuidanceWe have recently published the 2019-20 Public Accountability Measures (PAMs) guidance.

This dataset has been developed by the Welsh Local Government Association (WLGA) led Task and Finish group, in consultation with local authorities, and seeks to provide a clear and simple overview of local government performance.

The guidance includes detailed definitions for each measure, including comprehensive guidance for those measures we will collect directly from local authorities. We have also included information about how each of the PAMs may help local authorities demonstrate how they are contributing to the seven well-being goals.

Local election candidates survey 2017 – report published CandidatesWelsh Government have published a report summarising the demographic characteristics of elected councillors and unelected candidates for the local government elections in 2017.

In line with the 2011 Local Government Measures, we supported local authorities to carry out a survey of local government councillors and candidates during, and following, the May 2017 local elections. The survey provides information on the demographic profile of local authority councillors and candidates and was also carried out in 2012.

Social Worker Workforce Planning 2016-17 We’ve recently published a report on the Social Worker Workforce Planning data 2016-17. The report aims to support local authorities and Social Care Wales in planning for future workforce needs and to inform the commissioning of social worker training in Wales.

The report shows the numbers of social workers working in local authorities in Adults’ Services, Children's Services and other areas. It also looks at the trends of the workforce over time, staff turnover and the projected workforce over the next three years.

A report published by the Data Unit shows that performance has improved for 64% of comparable performance indicators compared to 2015-16.

The gap in performance (between the best and worst performing authorities) has also narrowed for over half of the indicators.

Evaluation of the allocation method of the Early Years Pupil Deprivation Grant in Wales report - now available. We were commissioned by Welsh Government to review the existing Early Years Pupil Deprivation Grant (EYPDG) allocation mechanism and make recommendations as to whether the current approach could be practicably improved.

In undertaking the review we considered the:

  • suitability of the current method for allocating the grant;
  • examined the approach adopted in other countries for funding this type of support and considered their suitability in the Welsh context; and
  • considered some potential alternative approaches in detail, including providing a picture of what the allocation might look like; and
  • sought the views of local authorities and learning settings.

Our review has not identified any fundamental issues with the current allocation method for EYPDG. However, we have identified a small number of potential improvements to the current approach.

Population Assessment Toolkit - data catalogue released Data Unit Logo

A data catalogue in support of the SSIA Population Assessment Toolkit is now available.

The Data Unit, on behalf of the Social Services Improvement Agency (SSIA), have released a data catalogue as part of the Population Assessment Toolkit being developed to assist local authorities and local health boards with their statutory requirements under the Social Services and Well-being (Wales) Act 2014.

The catalogue offers users a range of available data that may be useful in developing their population assessments, whilst recognising that needs will vary between areas.

The catalogue has been developed in conjunction with partners in local authorities and local health boards. Wider stakeholders were also given an opportunity to feedback on the data catalogue, and this feedback has been taken into consideration.

SSIA plan to release the Toolkit by April 2016.
